The Utah Community Action Partnership Association (UCAPA) works with
and on behalf of Utah's nine local community action agencies to address the
causes and effects of poverty in Utah.
The model of community action brings together low-income individuals with public and private sector
partners to identify local priorities and strategies for achieving measurable improvements in lives and
